Thanks for some great ideas Alleyoop. Aliexpress had a lot of choices.
Here is what I decided to do since I have it all apart . Right beside the side latch there is a large hole in the plastic that doesn't appear to be used. I have taken black fabric strap and tied it around the scooter frame. I will run this strap through the hole in the plastic. On the other end I will tie a carabiner style hook.
I can then take my helmet and hook the D rings to the carabier hook with the helmet strap over the edge of the seat. When I close the seat it will lock my helmet in place.
I would have much rather gone with the "stock" helmet holder but it doesn't look like that is going to happen. Even better would have been if my helmet had fit under the seat.

Great!! as long as it is locked and the helmet straps have to be cut to steal it then that is the 2nd best. The only other option is to get a Trunk large enough to fit a helmet. The trunks for the 250s are usually good to fit 2 helmets.

From Roketa I had ordered two seat latches and two seat latch cables.
I received two seat latches and one seat latch cable. The seat latch cable I got was one with three connection ends.
Not having started with a working system I'm not sure how to hook it up. Can anyone post a picture of the seat cables correctly hooked up? I'd sure appreciate it.
I'm not sure what the second cable is for and what the consequences of not having it are.

1 connection goes to the KEY one to the rear latch and one to the side latch. So when you turn the KEY it pulls on both rear and side latch. Bob your getting OLD LIKE ME, you did this once before on PROF Here it is thescooterprofessor.proboards.com/thread/1514

Ok that open cable going into the cylinder with the other two going into it means that connector must go to the KEY so when you turn the key it pulls BOTH SIDE AND REAR CABLES TO OPEN BOTH OF THEM. Try it just like it is and PULL ON THAT CABLE and see if it pulls on both side and rear cables.

Now what did I come into this room for again?
You may be right Alleyoop, but different person.
I'll spend some time looking the link over it looks like it will be very helpful. I can already see that the missing cable is needed.

What I still don't understand is in the following picture for Bob's post: i212.photobucket.com/albums/cc200/bobfe/Scooter%20seat%20latch/Sidelatch400cammarked.jpgWhere does the other end of the second cable connect to? From my most recent picture of my seat latches you can see I have a cable with 3 ends. I'm guessing one connects to the side latch, the second to the rear latch and the third to the lock. Is this correct? Great memory Alleyoop. Same scooter, same name, same problem!

Here are two more pictures, both of the side latch. The first is the old JCL latch. The second is the new one from Roketa. They are different. That doesn't mean that the new one won't work. I still don't see where the second cable would go.

I agree. I still have to finish putting the new cable on the seat latch at the rear.
What I don't understand is where does the other cable go and what does it do?
