If you have black specs in the bowl the jets are clogged and the passage. You need to FIRST clean the carbs jets AND PILOT JETS passage.

I suggest you get this Fuel Filter it will not allow those black spec get to the carb and clog up the Pilot Jet and Its passage.

might be a good idea to clean out the gas tank first! If you stop the supply of gunk it would be easier to do the rest. new hoses, filter, and then do the carb.
