If fuel isn't getting to the carb, why are you taking it apart? I just had the same problem, this is the procedure I used, it was posted in my thread.
No fuel to the carb, fuel filter empty but blows through freely, diaphragm sucks, figured it's not getting out of the fuel tank. Blew into the tank, a little effort, then bubbles. Back running. All good news, but the bad news is whatever obstructed it is still in the tank, so.....guess I'll carry some tools.
