Pressing the start switch won't engage starter. With Ignition switch on and engine stop switch on, scooter will Kickstart. Using a screwdriver across the relay terminals does engage the starter. I was thinking the starter switch was bad so I disassembled the dash and unplugged the starter switch, then took a resistance check on the closed switch. It came out .5 ohms on 200 ohm scale. Wire problem? Thanks for any help!

12 volts reaching starter switch when brake is applied??

Yep...it was the solenoid/relay. That part's fine...now if I could get the jets to cooperate!3.5 turns seems to be the sweet spot at idle. At 20mph, under throttle, bogs down and misfired a bit. Tried another turn out (richer) and pretty much the same. New carb, but I think a bad one. I checked the air/fuel adjust before installing; it was 4.5 turns out. Adjusted to 2.5 before I started it...started right up. Let it warm up and adjusted to highest rpm and backed off 1/8th. Purrs at idle, bogs down under load.

If this is true....and you have, no vacuum leaks....good fuel flow to carb.....and your air flow is not restricted.....it's the main jet. You can fiddle with the idle mixture screw, til the cows come home, and not effect how the scoot runs from 1/2 to full throttle.
You say it's a new carb, I doubt that it's bad.....just not properly jetted for your particular scoot.

Yes, brand new carb. I have another one coming at the beginning of the week, so we'll see. Probably should've rebuilt the old one myself, but it was easy to be lazy when these carbs go for $20!
