Per last post. Ran the scooter on the stand with the cover off. The Variator expands the belt as rpms increase; the rear pulley expands i.e. belt further into pulley. Again with no load the engine revs to a considerably higher rpm than when I am riding it.
It appears that something else prevents the engine from going to full rpm when riding.
