I have two 50cc GY6 scooters and both of them do the same thing in the front end. There is hesitation in the front end with no brakes applied. Only at take off.

Kind of but the tire doesn't drag but it feels like it is gripping off and on real quick. But just for the first 6' or so after I take off and then its fine.

have you checked the bolt that secures the handlebars? the one under the plastic? mine was ready to fall out, and the front end will shimmy back and forth under load, this could be what's happening, the chinese don't believe in lockwashers,or even locktite

it could also be a failing master cylinder, it could be not releasing immediately

Several things come to mind,,,if you feel "pulsing" when coming to a stop,,,could be a soft spot on the disc,,,and there's a thickness problem,,,or a slightly warped disc,,and as mentioned,,could be the system is not releasing the disc right away either the master cyl or caliper may be the problem,,,also check the swept area of the disc itself,,,,if the caliper piston seals are leaking even a drop or two of brake fluid on the disc will create such a condition,,,since there's two of them and the both exhibit the same symptoms I'd wager a guess that the front axle of both bikes have been over torqued and it's the bearings binding,,,,,,,,pull the front wheel and check the bearings with your finger ( rotate the inner race and if you feel any roughness at all change them
