I just got a Roma 150cc, it's a 2013, and it's a mess. Do you know where I can get wiring diagram and vacuum line diagram?

Check the library section,,there are no brand specific diagrams for these scoots,,,many of the generic ones should be good for you

Any luck?,,,,,,there's a section on correctly removing the emissions systems on these scooters,,,it improves throttle response and general overall performance in most instances,,,and cuts down on the complexity of the vacuum lines ,,,you may want to consider this approach

Yea the emissions systems are horribly designed and cheap, and will develop vaccume leaks. Mine failed at 300 miles,causing a huge vaccume leak
