This little plastic canister is part of the fuel delivery system but I don’t see any purpose for it. Gas flows through it when the engine is running but there is no filter or anything under the cap.

If the inlet and outlet hoses are not going in and out of the bottom but the side it's probably a water separator and meant for countries with questionable fuel,,,

It does but it’s part of the fuel system.

take of part off and try blowing into it see if you can one way then another you then got your answer
