I am working on a friend's scooter. Something causing the belt to slip and glaze over. As you ride, the scooter will pretty much stop on its own. The rear brake cable it adjusted all the way out. What could cause this dragging feeling?

Belt could be worn thin,,,variator rollers stuck or the variator isn't free to slide in and out,,,clutch worn out or the arms are frozen and not grabbing, torque spring broke or the rear pulley froze and isn't sliding in and out

I like your rear pulley froze theory. I noticed that while installing the belt, it was vary difficult to get the rear pulley to open up so I can put the belt over the crank shaft.
The rollers are new and I just put a new belt on. The variator seems to move smoothly.

The rear pulley is indeed toast. The action is very sloppy if it even moves at all. Mostly it is jammed.
