I bought a new geely scooter, the carb is sealed, no way to make any adjustments, is there a better carb I can buy that is adjustable?

Quite simply....No. The EPA has regulated those components to death. Usually though there is a brass cover or plug over the idle mixture screw that can be removed and adjustments made.

the owners manual says to not exceed 15mph for the first 125mi. is this really neassecery? well I have 60mi. on it and had it up to 30mph, will that hurt it?

Your money, your scooter, your decision. The manufacturer stated their idea as to how it should be run in.....but you seem to want a different opinion. So...here ya go, drive it like you stole it, beat it like a borrowed mule I wouldn't do this to mine, but I want mine to last a while.

Well, the owners manual also says to change the oil and gear oil at 200mi.I changed both at 20mi. the oil it came with is crap, smelled and felt like vegetable oil. I doubt anyone drives there scooter at 15mph. I have read elsewhere to break them in hard, so not everyone has the same opinion.

Good idea to get that original oil out of it,,,it is indeed crap,,I break my stuff in kinda hard,,,I don't whip it but harder than suggested,,,varying throttle position load and rpms,,,always works good for me
