Hi.  New guy here.
I'm looking at buying a Honda Reflex.
Never had a scooter before. I've had motorcycles.
What should I look at / for when I'm looking it/them over?

Also... once I get it; where do I tap into switched power for cell phone or GPS?

See if it has service records, try to get a test ride and see how it sounds and feels. Look over the plastic for condition. You can't go too wrong with a Honda in any case.
