Valve snapped, so had to replace head and damaged piston.
All put back together but now when the bolts are tighten on the cam shaft holder the crank doesn’t spin freely any ideas.

How does it spin with the cam chain off the camshaft? It sounds like something is amiss in the chain. I assume it's the 125cc GY6 engine. It doesn't make sense since the cam holder bolts into the head. See if the cam rotates freely before the valves are engaged.
