For example will the swing arm, caliper, and disc brake that is on the 12 in fit on the 13in wheel?? Or will I need to replace everything.. I am replacing my rear rim with a 13 in tire to accommodate a new engine I bought.

I've never had to do anything like you are attempting but I did a quick Google. This is a C&P from a vendor:
**Please Note: GY6 125cc and 150cc motors come in different sizes. Please measure the physical size to be sure you get the correct one.
The difference is in the length of the rear swing arm. Different lengths have been made to accomodate other wheel sizes.
So apparently size DOES matter! Seriously, you better make some calls and determine if they're compatible. Now I looked into brake calipers and they seemed more concerned about the space between the bolt holes than the wheel size. In any event, I think you better get with a reliable parts supplier and discuss it at length. Rich

Biggest problem is no one sells these dam rims anymore.. They all seem to be sold out. I found one place that sells them, but not sure if they would know whether or not the stuff would fit.. I just don't want to order the tire and then find out that nothing fits on it.. I will just keep researching. I have tried to google just about everything to find the answer and not finding too much...

All of them are in the banner rotation at the top of the site. These guys have been knocking around the industry for a long time and will try to help you out. Also, Oot Scoot doesn't sell over the internet but he's a great guy and wouldn't mind giving you some advice. And last but not least, there's our own Big Guy, he's a dealer and wouldn't mind you sending him a PM. That's what I would do if I was stuck in your position. Rich
