Why not? All you have to do is get it connected to the carb with a hose or pipe. I've been using this on one of my scooters and it works fine:
The problem is guessing how much air to let through to match the carb jet and exhaust. I had to put a restricter plate in that air cleaner to make it work. Check your plug and it'll tell you if you need to let more or less air through:

heh... considering how many different dirt bikes there are, and how many different scooters there are, this is a bit.... general. an air filter off a vacuum could be used on a honda civic. does that mean anything? not really
an air filter is an air filter, and if its large enough and can be made to fit, i dont see why not... but something tells me if you knew how to modify it to fit then you wouldnt be asking this question. it might be best for you to simply go buy an aftermarket scooter filter. they arent that much.
