Check the pick-up coil... they often get tired and won't signal high RPMs
How do you know the tach is accurate... most aren't

Pickup coil- honestly not even sure what it does. I'll do some homework.
Your absolutely right about the tack is isn't accurate or respond well when you rev it. I was just judging by the way it had worked in the past before the top end rebuild. It would want to blow right past 8K and I would have to watch it and make sure I wasn't over revving it.

The pick-up coil is activated by the flywheel. It sits behind the fan at 11 o'clock... as the flywheel turns a bump on it trips the pick-up coil when the engine is at about top dead center...
This tripping of the coil sends a low voltage signal to the CDI. The CDI starts the spark process and ramps up the voltage... the high voltage is sent to the ignition coil where is is multiplied many times to about 18,000 volts... then it is sent down the wire to the plug and the plug sparks...
Repeat 7,000 times a minute.... ;-)
Any tired parts or bad connections can be very problematic to this procedure...

There was a boat load of bad pick-up coils in 2007- 2008.. they all are intermittent in high heat situations... like 85 deg F ++++
The problem is that they operate fine on a cool night, but fail or partially fail in the heat...
Last summer they started to fail on these scooters and drove everyone crazy...you can get them for $13 from scrappydogscooters otherwise you have to buy the stator also...
