Just my $0.02 here, but these's no way that I'd buy a scooter or motorcycle that does require registration and a title without the title! I did that one time many years ago and wound up with an expensive piece of scrap metal. No title, no sale!

When the right deal comes along sometimes you take a flier and hope. I got the Big Ruckus for $600, put another $100 into it and had a $700 scooter that had all of 1800 miles on it and retailed for $5500 in 2005. Right now they go for $3500 on Ebay. I was that close to succeeding until I had the rug pulled out from under me. If I won I could have easily sold it for $2500 and made a pile of money. As it was I didn't, had fun with it for awhile and lost money, not all of it, but that's the way it goes.
But yes, I learned a lesson and won't buy anything w/o a title again. Especially if more people advertise CF Moto 250s that need work for $500 on Craigslist.
