ok my buddy just picked up this scooter and is leaking oil out of the primary/transmission. there is the little black tube coming out of the end of it where all the oil is leaking out. so is there a reason for the tube and why is it leaking oil

For CF Moto motorcycles there's a V5 and a V3. They vent their crankcase oil using airbox vacuum into a reservoir on the airbox similar to this:
Sometimes the drain will extend down to the end of the CVT or be ahead of the wheel on the left.
The 150s have a similar drain that looks like this:
The crankcase drains must be periodically drained to prvent seeepage into the intake system.
The other line you may be talking about is simply a gear box vent and it looks something like this:
It also may plug into the airbox but the important thing here is to make sure it is tied off higher than the gear box or it will dribble oil. Rich
