Can someone tell me what this is and where it goes the end of it has air sucking in i put my finger on it and it makes the sound lower I don't know if it is suppose to hang like this or its come off of something please help me i am not a mechanic Attachments:

Welcome to the forum, scooterbabe. That looks like a PCV (positive crankcase ventilation) valve. Check your valve cover to see if it fits there. A second possibility is that it connects to the emissions canistor which controls fuel vapors from the gas tank. I don't have this device on my VIP50, but maybe some other member may be able to pinpoint it.

Yep, it's emissions. That's the filter on the air intake tube for the P.A.I.R. system (pulsed air injection reburn). The tube runs up to the PAIR system canister which you see in this pic:
Vacuum pulses in the exhaust system pull fresh air into the head after the exhaust valve. This supposedly helps burn off raw fuel that makes it past the head but I have serious doubts about it doing anything. Since this system connects after the exhaust valve it really doesn't affect the way the engine runs. I remove them from my scooters because they junk up the engine compartment. If you remove the system you have to block off the intake port into the head:
