Alright here' the scoop... Bought a 2004 Eagle 50cc for my son a couple weeks ago. Scoot hadn't been run in 2 years, needed to replace the battery first thing. When we tried to start it be got a rapid buzz from the solenoid. We attempted to jump across the solenoid and nothing, tested the battery and 12.3 volts so no problem there. Attempted the old go to jumped across the solenoid and nothing. Pulled the starter and tested it, no problems there... Since then we replaced the solenoid and the cdi in the past 2 days, still the same thing. One thing that happens occasionally is when we pull the brake the fuel guage will drop out to empty like a short. The inline fuse is good but I did find a few blown ones when we pulled the CDI box... Any ideas from the gurus would be awesome... Thx Damon

Well if you jumped the Solenoid and you got nothing couple things come to mind. 1. The battery is WEAK 2. You have the Solenoid connected wrong. 3. You have a bad ground wire from the battery to the frame. 4. The starter you took out and tested so that is good 5. The motor is Seized.
Do this get a socket and either put it on the FLYWHEEL nut and turn it CLOCKWISE and see if the CRANK turns and moves piston up and down OR take the CVT cover off and turn the VARIATOR COUNTER CLOCKWISE to see if the CRANK turns and moves the piston up and down. Alleyoop

Engine kicks over with the kick starter, someone said something to me about possibly the starter gear that the starter engages on might be stuck??? So kinda sounds like wiring is where I need to go next???

Hmmmm, you've worked a few things out with Alley already. Lets see....I'm thinking a corroded ground after sitting for so long. A bad ground, probably somewhere along the negative battery cable, could prevent the starter circuit from getting consistant juice when you pull in the brake. This diagram shows all the weak points it could affect:
I'd check all of those grounds especially the negative battery cable where it bolts to the frame. Just follow it from the black terminal.
It sounds like you know what happens when you bridge the solenoid with the screwdriver but for those who don't, you make a direct connection from the battery to the starter. In essence that's what the solenoid does if it's getting power:
This really simplifies the circuitry and makes it easier to isolate the faulty components. As you can see the problem would lie somewhere from the battery ground to the engine case ground if you've ruled out the starter button circuit and brake light circuit. The fuel guage runs off of the black ignition wire but I think if it was involved it would be consistantly pegging and not once in a while.
Here's a generic diagram that should help some, it's a 150 but it's close. You can note the grounds, starter circuits, and fuel guage. Let us know if this doesn't do it.

Thanks for the ideas, If it ever warms up and I can get out in the garage with the boy we'll start at the grounds. I would rather do that before I rip the right case cover to check the starter gear. I have a couple local guys giving me different advice over the same issue obviously to no avail. But hey thats what father son preoject are all about. Heck I know that where I learned to cuss... Just an update, seems it was my starter bendix, we traced ground wires all over the place everything was clean... We pulled the clutch cover on the advise of a local tech and the bendix seemed to be kinda sticky and and loose. We cleaned it up with some silicone spray and it seemed to work pretty well. Now its doing it again so I'm thinking I may need to order a new one. Scooter actually runs pretty well except for the bog down on load. I ordered a new carb with upgraded jets as well as the new pod air cleaner, I think that will solve that issue.
