Okay, did a spark and compression test one more time. I had great spark after changing my boot. i did a compression test and it blew my finger off. im thinking possibly a starter problem ? heres a video

Ok, after cranking like that and it is not firing take the PLUG out and see if it is WET or DRY. If WET that means the plug is NOT FIRING IF DRY no fuel is being sucked into the intake.
Also have you checked the timing and adjusted the VALVES? Alleyoop

I re-read your previous posts, Take the Vavle cover off and align the CAM SPROCKET as if your going to adjust the VALVES(the two little holes lined up with the top of the head. And then take a picture of your FLYWHEEL I want to see where the timing is set. Alleyoop

could my pick up coil cause me not to start ? what does installing a new one consist of ? ill post my timing with a video tomorrow.

Yes, that is the coil that sends a signal to the CDI to tell the CDI to release the voltage to the coil to fire the plug. And all it takes is two little bolts and plug it in 5 minute job you do not even have to take the flyhwheel off. As the Flywheel rotates the pickup coil picks up juice and sends it to the CDI. Hard to tell, since it never was running before, and it looks like an old scoot and in bad shape. So it could even be the STATOR as well BUT unless you have a MULTI METER and test them you will have to replace parts until you hit the right one.
You could switch out the AIR BOX for just an AIR FILTER but do not do that until you get the scoot running. That is a mod which allows a lot more air in so you will have to adjust the carb to feed it more fuel maybe even have to put in a bigger MAIN JET. Alleyoop

oh and it was running last fall, sorry if i didnt make that clear. it bogged out at a stoplight and never started again
do i need to get a "positive crankcase ventilator" if i get a air filter? i wasen't going to install until after i got it started, but my airbox is falling apart .
