Now that i have clear line I can see an air gap between petcock and carb inlet. When its running it drips like an IV

Where is your GAS TANK above the Carb or Below the CARB?
Is that a Gravity fed system(PETCOCK) or is that a FUEL PUMP? If Gravity Fed there should not be any ups and downs leading to the Carb.

How do you know its a FUEL PUMP and not a PETCOCK?? Unless you yourself bought a FUEL PUMP and put it on because if the FUEL TANK is above the Carb they come with a PETCOCK(GRAVITY FED) it does not pump all it does is open the Diaphrgam inside to allow fuel to pass through it is NOT A PUMP that actually pumps fuel when Vacuum is applied.
You can find out if you want, take the VACUUM LINE off and apply suction to it and hold the suction, if fuel streams out and doesn't stop until you relieve the suction its a PETCOCK. Alleyoop

FINALLY!!(HAHA).
Since it is a PETCOCK you have it set up wrong. There should not be ANY UPS AND DOWN from the TANK TO THE CARB. So start cutting some hose length off and Have the HOSES and PETCOCK go DOWNHILL to the fuel inlet of the carb. Alleyoop

So you believe the factory setup is right(HAHA). They put that stuff on just to make it easy for them nothing to do with right or wrong. They have different types of scoots running down the build line but you do what you want. I am just telling you the right way to do it believe who you want BRO. Alleyoop

Ok. For the record factory setup. Did see tha the fuel filter is sideways! red, I don't see any fuel filter in the pic. I see a fuel line from the petcock to the inlet of the carburetor.

My fuel filter is between the tank and the petcock.
Do we need a shutoff? What if we dont turn it off...what would happen?

The petcock should not allow fuel flow when engine is shutdown. The petcock opens with a vacuum signal from the running engine, and closes with engine shutdown.
