Probably because it would cost them a few more cents per scooter times a zillion units.

Even Vespa uses rollers. They don't get much more "Separate" than that. It might also be that since Dr. Pulley invented them a scooter company might have to pay a royalty or license fee to make and use them. Now you're talking REAL money.

Then we go back to the original hypothesis. A few cents or a buck saved times a giant batch of units. Scooter manufacturers don't mount Gates Powerlink belts for the same reason.
