i have a peace style scooter it wont start cant check my spark since my starter only starts when it wants i have replace cdi,battery,starter,gas lines new carb i have no clue what it would be

Do you have a VOLT METER, if so check the battery voltage as it is sitting there. It may be low also
Check your ground wire going from the NEGATIVE post of the battery to the FRAME make sure it is making a good ground AND also check the GROUND wire from the frame to the MOTOR usually the MOTOR ground is on one of the VALVE COVER bolts.

If the battery is good and grounds are good when you turn the key on and squeeze the BRAKE do your stoplights come on?
When you say the starter only turns when it wants to Also check the CONNECTION from the Positive battery Post to the SOLENOID. You can also try JUMPING the SOLENOID, TOUCH BOTH terminals on the SOLENOID with a screwdriver, pliers piece of wire and if the battery is good it should spin your starter.

every thing is good battery at 13v stoplight work cant get my head think there maybe a short in a wire
