OK Dean let's try something. Pull the black cable off of the starter and stick it down your pants, now hit the start button. Did you notice anything? A scream? Was it you? Hit the button again...once more....again. Dean, I can't help you if you're not trying.
Allright, let's do it another way....wimp. Your solenoid is clicking? You don't hear the starter do anything? Put the red probe of your multi on the black cable where it hooks onto the starter. Ground the other probe. Set the meter to DC voltage. Hit the start button. This will tell us if anything is getting to the starter. Even if the starter is toast you should still get 12v DC at the cable attachment. If there's no voltage then we work upstream. If there is voltage we will do some in series testing if your multi can handle it, voltage, amps, but first the cable attached. Rich

Is there a way to test the starter? meaning, can i out a pos/neg leads on it to see it it spins? everything else is good.

Yes, but let me point this out. IF the positive thick wire from the battery is connected to one of the SOLENOIDS POST and the other POST ON THE SOLENOID is connected to the STARTER AND YOU TOUCH BOTH TERMINALS ON THE SOLENOID that will send 12v to the STARTER. SO if your battery is good and your starter is good DOING that will spin the starter.
Now you can use JUMPER WIRES and use a car just as well HOOK the positive cable to the Positive post on the car HOOK the NEG CABLE to the NEG POST on the car THEN CONNECT the positive CABLE to the TERMINAL on the STARTER and then just TOUCH the NEG CABLE TO THE MOTOR. It should spin the starter if it doesn't and just get a buzzing or nothing your starter is toast.
Or you can take the starter out and test off the scooter.
IF on the other hand it SPINS the stater using the car battery then YOU KNOW your SCOOTER BATTERY is TOAST or the ground wire from the neg post on the battery is not grounded or the positive cable is broke or not making good contact. Alleyoop

Um yeah, what he said. Did you stick the cable down your pants? Dean, I'm trying to help....work with me. Alley is correct, the starter grounds on the case so the negative can touch about anywhere. So be careful with the positive source, don't let it touch the starter body, just the solenoid cable connector. If the positive source is on the starter body at all, and you touch the negative you get a direct short. It makes a huge spark and can damage the jump battery. I know this because.....uh...um....I saw Jack do it. Yeah, it was Jack. He did it....

yea the starter is bad now to order that and then work on the actual problem. What sucks is that OKO starter was only used for maybe 3 months..then sat for the next 10 months. Here goes another $60 for a hi-torque starter.
I will be back in a few days after starter arrives and i can work on the next issue.

In all of this story you mentioned 2 things that stand out, sitting for 10 months, salt water = corroded non-working starter. Betting money the starter can be taken apart cleaned and all will work and yes Jack said it! JR

Jack likes the manual work......if you know what I mean! I don't, I'm really 12 years old...explain it to me. Take your time, cause Jack is here, so go slow for him. He is also 12 years old....he's right here, and we can't stop giggling... Jack, don't hog the comforter.
