I noticed today that my bike appears to always be running rich. Giving a quick twist to the throttle SOMETIMES makes the idle drop low and almost stall and then comes back up. I have my air-fuel adjustment screw all the way in clockwise, but it's still rich. What can I do?

Is this a 2 stroke or 4 stroke.
If it's a 2 stroke turning the air mixture clockwise takes away air and it will run RICHER. To lean a 2 stroke carb with a AIR Ratio you turn the screw COUNTER CLOCKWISE.

Ok, if its a 4 stroke and you turn the fuel ratio screw clockwise and you turned it all the way in and then it is getting fuel from someplace else or the Fuel ratio screw tip is broken or the PILOT JET is to big, did you guys change the jets in the carb?
Take the vacuum hose that goes to the PETCOCK or Fuel PUMP at its orgin and see if it is wet from fuel if is is wet from fuel your petcock is bad and allowing fuel through the vacuum hose.
Turning the fuel ratio screw clockwise to lean it out it should kill the motor about 1 turn before it closes all the way.
The other thing is the ENRICHER may not be shutting off the extra fuel after about 5 minutes. That you can test, take the enricher off and lay it on its side and put your thumb over the hole and hold it there start the motor and watch the enricher it should start to extend out about 1/4 of an inch withing 3-5 minutes. If it doesn't and the enricher is NOT HOT to the touch it is not getting voltage. If it is hot but did not extend then replace the Enricher. Alleyoop

Yes, the fuel ratio screw is completely in, all the way and it doesn't even come close to dying. I have not changed the jets in my carb, and I do not believe the screw tip is broken (I may be wrong, so just in case, is it replaceable?) because I can turn it out until the bike literally drowns in fuel and dies. I will have to take a look at the fuel pump tomorrow, hopefully that's not it. I will also check on the enrichener, as I have noticed the RPM's are not exactly dropping as intended.

Yes the Fuel ratio screw is replaceable along with the tiny washer and o-ring. So it appears it is getting fuel from someplace else besides the Fuel Ratio if it keeps on running after you close it all the way. Like i said check the vacuum lines AT the intake manifold and see if they are we from fuel. To Check the ENRICHER take it off and cover the hole with your thumb then start the motor KEEP THE THUMB ON THE HOLE and watch the enricher it should EXTEND out about 1/4 of an inch within 3-5 minutes, as it gets hot if HOT. Now when you first start a cold engine with the ENRICHER feeding extra fuel it will idle higher. Then as the ENRICHER heats up and starts to close the extra fuel the IDLE should start to drop to wherever you set the idle at. Alright, I will take a look at it tomorrow. If I get this whole thing sorted out and the air-fuel ratio perfect, will I see any performance gains (I mean its a 50cc that does 43MPH, so I'm not complaining...)?

If it runs 43 real miles per hour and don't go by the speedo they are way off that is PREMO. I hope you realize most 50s will do 30-35 and they have to put in a BBK to get it to reach 40 real mph.
To get them to reach near 50mph you need taller gearing and the biggest bbk 100cc. Alleyoop

I haven't exactly GPS'd it. But I wouldn't say my speedometer is wrong either. But of course, what do I know? I'll take a GPS to it tomorrow, but the speedo says 43 MPH

Unsure of wheel size off the top of my head. I'll have to look. I've never been able to determine an exact model for my scooter, however, it is a 2003.

I went ahead and cleaned the air filter. I took the enrichener off and put my thumb over the hole and started it. The enrichener worked as intended, extending after a little bit. I let go of my thumb a little bit to let air get in through the enrichener hole and my idle increased as my finger lifted. Is it starving for air?
Edit: it runs perfectly without the enrichener in place and is not starving for air when the enrichener is not on. Idle stays smooth and doesn't drop with a twist of the throttle. What now? Also the intake manifold is not wet with fuel.

Well fuel is coming from somewhere,,my .02c is,,, alley is on the problem as usual,,,i would also put my money on the enrichner not doing it's job,,,it's that or maybe theres a problem with the emissions system letting fuel pass thru to the engine,,,if the air filter was dirty enough to starve the engine for air i don't think you'd be seeing the great top end you are

Possible check the gap on your spark plug. Other than that I think these guys are probly giving you great info.
