Yes, take the switch apart and see if it makes good contact and the contact when in the high beam position is not broke or rusted out. If rusted or broken off you can put some solder there so it makes contact. Alleyoop

Sure it could be the switch. I'm pretty sure the low beam and high are lit at the same time. Well, on the Fashion the low is on all the time and the high side of the bulb lights up with the hi beam switch. Look at this diagram, the blue runs to the hi beam from the dimmer switch.
Like Alley says, check the switch. Get a meter on the wires and work the switch, see what it does. That diagram is a 150, a white wire runs to the low beam and the blue to the high almost universally. It's 12v DC on a 250 though most of the time.

the blue wire goes to headlight and to turn signal in mine so only left is the white wire. I should check white wire and also check contacts on switch right

The blue wire should run to the high beam indicator light. It should have nothing to do with your turn signal. The hi beam is on some and off some..so it can't be used to energize a turn signal. The turn signals work off of the orange and light blue wires via the turn switch and the flasher. They are not part of the headlight circuitry. Could somebody have rewired things?

well is there a way to bypass the switch and add a separate switch for high and low? I have 2 switches 1 for turning on or off my headlights completely and one for highbeam and low beam. If I connect the blue/red cable that comes from the on/off switch for headlights to the blue high beam wire would that work?
