Clanking is coming from the right side near the muffler, I checked the bolts to the pipe and they are tight.

Hello, I have a 2011 244cc scooter with 1500 miles that will not start. I bought the scooter this way so I don't know its history. When i adjust the exhaust valve to the far right it will stumble and try to start but won't quite make it. When it try's to start it makes a loud clanking noise. I have cleaned the carb and replaced the CDI. Any suggestions? Thanks
