The more I research / read about these machines, the more I agree I should also set the valves while I have the carb out. I'm also pretty sure the oil will be nasty too... I doubt any real maintenance was done the the scoot.
I'll let you know what I find when I pull the carb...

Not new to wrenching on motorcycles, but new to working on scooters...
My son picked up a YY150Y-12 scooter. It's a 2014 with 750 miles. Not sure the last time it ran... of course the battery is flat and will not charge, the gas tank was almost empty. That as much info as I can provide... as that's all I know about it:D
Tried kick starting... it will run... barely. It will idle weekly for a few seconds but then die. If you try to give it any throttle will die immediately. Based on it trying to run, I'm assuming spark, compression and fuel delivery are ok... I'm thinking a complete carb cleaning will needed to get the scooter to run.
I've watched a few vids on carb removal... seems straight forward. I'm also going to see it gets all fluids changed... again not sure what's been done, and what's not been done. Will change fluids once it's up and running.
Is there anything else I should be looking for?
