Have you considered rear end oil variator/roller weights and a new belt Also check tire pressure

As far as the exaust goes youmay have lot a lot of back flow wich will also result in power loss at high rpms so ive been told.

Do not use those cheap racing cdi if you all dont believe me do a spark comparison from stock to aftermarket you will find 9 times out of ten the stock cdi sparks hotter and more consistent if your trying to go up to a higher cc bore try to find the cdi that fits that cc and make sure you only do a bore that your scooter can handle. Or at least change out internals as well via crank arm,oil pump and crank bearing

You might try a valv adjustment at .04 clearance if that doesnt work check your cylinder compression use a compression gauge being a 50cc you should be somewhere in the range of 140 p.s.i if not consider new piston rings.
