A rare problem with these symptoms occurs if the RECTIFIER is faulty. This loads the motor via the alternator . The small motor will not accelerate, but sounds if it trying.  Simply unplug the rectifier and if the problem goes away, a new rectifier will solve the problem. When cleaning the main jet, ensure the jet has no white corrosion inside the orifice. Symptoms will be coming up in revs, then dropping back as the fuel lowers in the atomiser.
