I have a 1981 Honda Express NA 50. The gas tank has just a hole in it where the petcock is supposed to attach. What come out of the tank that the petcock screws onto?

Moped stall out, won’t start and gas is running out of the overflow tube. Do I need to pull the carb and clean the float needle? Is there an easy way to do this? 1980 Honda Express.
