Okay so I took the carb out and cleaned everything, the passages are clear and everything seems in order.
I'm still having the power problem. I tried to adjust the mixture and I found that no matter how far out I took the low speed mixture screw there was no change in the engine. I know 100% that the passages are clear, so what would cause that?
I'm puzzled because everything seems in order, and yet I can't get up to speed.
Thoughts?

Alrighty got the CVT cover off and the variator seems to be working correctly. The belt is still in good shape, but I think I am going to replace the belt on both scooters pretty soon anyways.
I took the diaphragm out and it looks ok, no problems that I can see. I was also surprised that the engine could start without it and idle pretty smoothly. With the engine running and the diaphram and main needle out, should I see fuel come out of the main jet? I saw nothing.
What causes the main needle to move up when you give it throttle?
Thanks :-)

Thanks for the help I got the valves set (they were way too big) and once I get the carb back in I am going to try to fire it up!

And the inside is smooth, the outside is chewed up from clamping. Gosh I need to get myself a shop.

I took the CVT cover off yesterday and it was pretty messy and sticky with something. It is possible the variator is jammed up or stuck. I neglected to check when I had it open.
I was trying to fix the kickstarter, but I think it's missing pieces, so I am probably just going to take it off. It doesn't engage with the engine shaft when kicking down, or sometimes it partially engages just to let go and bust up your ankle ;-; OUCH
I think I'll open it up again and make sure the variator works as I rev up the engine. If it seems to be working ok, I'll take the carb out again and give it a good cleaning.

While on this topic, the other scooter I made a thread about has a vapor recovery system from the looks of the picture. I see the one line running to the check valve and up to the gas tank in your picture, but where do the other two lines go?
The top one was disconnected, the smaller one on the bottom goes to what must be a small plastic check valve and up to the gas tank. The large one connects to the air intake. Can I get rid of this system too?

I didn't, but I did put Stabil in it and start it up occasionally throughout the winter for a while. And this started happening before winter, but it's worse now.

It's spring and riding season again, so I took out the Shanghai Shenke 150 cc you all helped me fix this fall and I am having some problems. Reference this thread where we solved the problems before, it was running good after these troubleshooting steps... scooterdoc.proboards.com/index.cgi?action=display&board=150cc&thread=7216&page=1At the end of last season and now this season, I am seeing very low performance again. At WOT I only get to about 4000-5000 RPM and it sounds fairly "hollow". It only gets to around 25 MPH after a very long run. (My Roketa at WOT is around 7000 RPM and has some 'Grunt' to it, they definitely don't sound the same!) I already rechecked the valves and they are fine, and the mixture adjustment seems good. The engine starts right up and idles fine, and it doesn't die when idling or when the throttle changes suddenly. The spark plug is good and was just replaced before putting it away for the winter. Where should I start? Thank you!

Hi Everyone, I'm repairing a Roketa Sicily 150cc. Aside from the starter solonoid, the next thing wrong is this thing. i.imgur.com/pxwYjw9.jpgi.imgur.com/D9sEVbD.jpgWhat is this thing? It comes off of a long metal hose coming out of the bottom side of the valve cover, wraps to the back of the scooter, and then the other end goes somewhere, not sure where as I took it apart a while ago. You can also see it's pretty shredded up (It will forever be a mystery how that happened) so do I need to replace it or can I disable this system somehow (plug it?) The valve cover has a different opening for a vent line already. My other scooters don't have this. Thanks for the help!

Got it all put together. I rechecked the noisy valve and reset it to 0.004" because it was somehow a lot looser than that. Oops.
I also replaced the oil. It hadn't been replaced in a while, but it was very clean.
Can you clarify for me, do you read the dipstick with it screwed in or with it just resting in the hole? I have read varying opinions.
I'm planning to replace the gear oil as well, but it was so cold and snowy over the weekend that I haven't had an opportunity. Once that is done I'll have a good baseline for the maintenance on the scooter, since I don't know what has been done before me.
It was clear and sunny yesterday so I got to ride to work. It was fun, but cold. Here are some new observations:
The idle screw has a huge effect on how well it runs. 1/4 turn in either direction and it definitely shows symptoms of being too rich or too lean. I think I am in a good place right now for this weather.
I can fire it up cold and drive away right away. I no longer need to wait for it to warm up, but it has more power once it's warmed up of course. I've been letting it warm up a minute or two as I put on my helmet and gloves, and then off I go. Don't have to wait 5-10 minutes anymore.
It idles higher once it's warm, but now it idles steady cold at around 1100 RPM and comes up to 1400-1500 RPM when warm. Before I cleaned the carb, it wouldn't ever idle that low.
I started it one time after a gas-station stop and it was idling at 2800 RPM. After I took off and stopped to leave the gas station parking lot, it was back down to normal.
It sounds different when I give it throttle. Before, when it was under load, the pitch would drop and it would make a grunting sound. Now it jumps right up to around 6000 RPM and doesn't rev any faster, even at WOT.
------
I also got the Roketa together and running. I fired it up for a while and rode it up and down the road a few times. It has an electrical gremlin keeping the brake light on, but that should be easy enough to find. Then I just need to put the body panels on. The plastic lenses all need polishing also, they're very yellowed from sitting outside for 3 years. I can't even read the speedometer through the lens.

Just got back from the scooter shop. I got the o-ring and a new enricher casing (remember, a hole was stripped out of it) for $15. He didn't want to retap the hole for me, said it would take a long time. When I argued it would only take a minute (I've tapped my share of hundreds of holes) he said he had to find the drill first.
xD

They make cleaners that you put in your gas and run through the engine. I don't think they would do as good of a job as a manual cleaning. The carb is really easy to get out, and a little bit harder to wiggle back in. While I have been waiting for the opportunity to hunt down an o-ring (I don't want to order a $12 kit if I can grab one at the scooter shop down the road) I have been working on the other scooter I got [free]. It has been sitting since 2009 [best guess] and the carb was terrible!! But, I did get it running OK before I took the carb out. I cleaned it hopefully well enough, then cleaned it again for good measure. The throttle cable was messed up, and I got the replacement now. I started putting it in tonight but didn't finish. Before I put it in, the cable slid freely, but now that it's attached on both ends it feels like it's binding and won't slide smooth. I'm going to disconnect it from the handle and see if it is binding in there. Maybe tomorrow. I'm going to set the valves on it, get it running good, and winterize it for the season. The oil and air filter on it are great, so it looks like whoever had it before took care of it to some extent before letting it sit. A friend of mine heard I was fixing 2 scooters, and she offered to give me hers.. free. She says it doesn't run and should just be thrown away, but nobody would take it from her. I said, "Challenge accepted". It is another Roketa 150cc. I think I am going to go there to take the carb and battery out, bring them home to clean and charge, and hopefully drive it home Soon I'm going to have a fleet

After figuring that the washer fell from there, I realized the spring was still in the hole with the o-ring and the o-ring is smushed. It must have been put together wrong in the past, and that might have been the origin of some of my problems.
So I am out of commission until I find that o-ring. The auto parts store didn't have anything small enough. There's a scooter shop not far from here, but of course, places like that are never on "project day" Sunday. I'll probably have some time to walk out there on Wednesday.
