I don't believe any 150 cc is restricted ,, go with a larger diameter variator,,, you'll pickup a few mph on top

On a 50 there are two ways they do it ( the manufacturer) one is a stop inside the twist grip ,, there is a removable stop block that keeps the throttle from being turned all the way back or there is a stop where the cable is on the carb ,,, either way it is to prevent a wide open throttle

I've seen them inside the twist grip housing ,,, just a little block of nylon where the cable portion of the throttle tube is,,, just pull it out and reassemble,,, on the carb side where the throttle cable meets the plate you will see a tab bent to act as a stop so the cable can't pull full throttle,,, or if those can't be found pull the carb top cap turn it over and take the spring off the boss on the cap if there is a screw in the middle of that boss take that out and about half of the pin will come with it,, this extended boss( pin) is what is keeping the carb from opening all the way,,, there are several youtube videos on 50cc derestriction

lighter weights=faster take off. Also in variator is a spacer to remove and in the exhaust there is a piece of metal to twist out to de-re-strict.

Restrictions on a 50cc scoot are usually: 1. A washer between the Variator plates so the belt does not climb high for top end speed. 2. Smaller main jet to restrict the amount of fuel 3. Exhaust pipe restriction where it connects to the motor. 4. A CDI that restricts the RPMS Alleyoop
