Ok so all 3 wires coming of the stator are black so no idea how to test that but did notice the wires in back of plug were loose so I pushed them in good. Now I get 12.8/9 at idle & 13+v on throttle but only with the headlight off? Idle volts drop to about 12.3 & about 12.9 on throttle when headlight is on. Gonna try to get a video so you guys can see the multimeter later today. So you think there is a bad ground on headlight or some kind of a short? Or does this make sense if the rectifier regulator goes bad & can't handle a load being put on it?

I have a CF Moto Pegasus which is very similar to your E-Charm. I think your R/R is bad. The stators on these things are uber quality and rarely fail. The R/Rs are good too but most R/Rs are subject to more failures. Diagnosis of the R/R is by exclusion, make sure the stator is pumping out what it's supposed to and it's probably the R/R. The first thing is to check the voltage at the battery while charging. My peg gets about the same voltage at idle or RPMs and my headlight is always on:

So you definately have a problem. Now you've got to check to see if the stator is doing it's job. I found the most accurate, and less stressful way on the components, to check the stator is by what I call the serial method. That is do the test in series or in line. Here are the wires from the stator:

The three yellows (or black in your case, they vary) are the power wires, it's a three phase stator. The black as you see turns into the green wire which is a ground. The red turns into a black/white and is the trigger wire for the CDI. We are only concerned with the yellows. To test in series simply pop out the spade connecter for one yellow with a mini screwdriver. Then stick your multi probe in the back of the female side and hook up the other probe with a test lead. Leave the harness plugged in while you test each wire and the scooter won't even know anything different is happening :

This is AC voltage so set your multi to AC and set the range so it will handle three digits in case it goes over a 100, it shouldn't though. Start the bike and you should get about this at idle:

Now with a stator things are going to go up dramatically with RPMs as the faster mechanical energy is converted to unregulated electricity:

You have to test each wire because each wire is like it's own little power plant. They're connected but then they're not, I won't go into it here. I don't like the continuity tests either, there can be partial shorts that won't stop the tone. Also, thin spots on the insulation can cause electromagnetic leaks, I'm not kidding, and they can affect the charging. We sure as hell don't have meters sensitive enough to find them. The in line voltage test is the safest and surest method.

You should also check all of your connectors and the fuse box. The fues box might look a little cheesy but it really does it's job well. Rich

Well I got 18 at idle & mid 90 on acceleration.

Got all the body panels back on & battery on charger to replenish all the starts & no riding. Gonna start riding it again to see if it drains battery dead & how long it takes. Creature of habit in my 2 mile bubble. Hope to see if it always dies at same amount of run time or if it is intermittent & loose wire I haven't found. If you need to jump a scooter as long as car isn't running & you take cables off after it starts you shouldn't damage anything correct?

That things not pumping out enough juice at low end, I think it's your stator. The E Charm is fuel injected but that shouldn't make a lot of difference for low end charging.

You can jump a scooter with a Mac truck as long as it's not running. It just draws what it needs from the jump battery. Rich
