First thing is make sure gas flows from the tank to the FUEL PUMP. It should flow just by disconnecting it at the fuel pump. If it doesn't then try taking the fuel cap off and see if it then flows. If it does flow with the fuel cap off then the tank is NOT VENTING. If it doesn't flow then something inside the tank is blocking the fuel outlet.
If it does flow then connect the line back up to the fuel pump and disconnect the hose going to the carb and crank the motor over. If fuel does not flow then you know its the fuel pump or the VACUUM hose is leaking going to the fuel pump. Alleyoop

Ok I popped off the gas cap and tried to crank it and nothing. I then took off the inlet to the carb and its dry. I also put a new hose on all the gas tank ports and was able to blow air in it so idk about it being blocked. I might just go out on a limb and buy another fuel pump and change out the line to be sure. Is it a specific type of fuel pump that the 150 calls for or can I use parts from a local shop? I dont like waiting on shipping lol
Edit: Also the vacuum line is supposed to have a pulsating vacuum when cranking right? Or have a steady pull of air?

So since it does have a vacuum nothing internal is bad right? I was worried that it was maybe something internal gone bad. I cant help but ask about that fuel pump, but Aircraft parts work on it? lol

I cant help but ask about that fuel pump, but Aircraft parts work on it? lol If it was not creating suction then you would need to worry. Also if the valves are tight they will not seal and that also will cause LOW suction. But in that case all you need is to adjust the valves. That is one of your better fuel pumps 100% better than your Chinese pumps that every one sells. I personally have one myself and many will also tell you the same. As you can see it is capable of pumping 14 liters per hour our scoots do not need no were near that much so you can be assured the carbs fuel bowl will always be filled. Alleyoop

Ok so I played with the bike a little today and swapped some lines around. It now is pulling the gas into the carb, the problem I have now is that It will start and die or start and bog when I give it some throttle and die. It wont idle at all. I opened the carb bowl and it is full of gas, so I decided to take the air filter off and try and start it and its spitting gas from where the filter connects. Does this mean that im too rich?

Cool, connect the air filter back on and adjust the carb. Here is how to adjust the carb but start it up and let it idle for at least 5 minutes so the enricher shuts off the extra fuel then adjust the fuel ratio mixture. Alleyoop scooterdoc.proboards.com/thread/1499/4ts-carb-tuning

I messed around with the screw and I can tell where it needs to be but it still wont run past 3-5 seconds. Idk whats up with it... The fuel lines are straight down to the carb after it leaves the little white cup thing before the fuel pump

How many turns out is the fuel ratio screw? To find out just turn the screw clockwise until it stops and count the number of turns it took to stop. Alleyoop

I think it is time to take some pictures of the carb area and the hoses. Since you rearranged the hoses now at least it starts you may have something connected wrong. Alleyoop

I got it at 2 full turns counter clockwise and can give it throttle to keep it running so it eventually will bog down

What rpms is it running at when your giving it throttle to keep it running? You might need to turn up the IDLE on it maybe the idle may be set to low and the butterfly is to closed. So before you go to start it turn the IDLE SPEED screw 1/16 clockwise and see if it acts better. Alleyoop

Have you adjusted the valves on this thing? if not adjust them both to .004 inchs.
You got a new carb and it was running good what did you do that now it won't run? Did you put in bigger jets in the carb or add something or change something? Alleyoop
