Lots of gas out of the back of the carb and plugs completely soaked. I cleaned the carb and adjusted the floats. Noticed when i put the fuel petcock in that gas was dripping from the vaccum line. And after the scooter sits a while its empty does that mean the petcock is bad and all the gas is dripping into the intake.

Why not take the carb off and fix the sticking float valve? It may have some gunk in the seat.

Could be the float. But if you have gas in the vac line that is a major problem. The diaphragms in these vacuum actuated valves eventually get cracks in them and start letting gas into the vac system. Then your bike runs super rich, the plug gets black, gas can come out the exhaust. Also gas can leak through the diaphragm when your not using the bike and it can drain the tank. I hate vac valves and vac petcocks, they are a PITA. I replace mine with a manual valve that's actually a Briggs & Stratton lawn mower valve. They're the low side of ten bucks and are indestructible. You lose the vac line and just run right to the filter off of the tank. You can put the valve anywhere you want between the tank and carb but the valve is 1/4". I can show you how to make a 1/4" to 3/16" adapter if you want to change line size on the way to the carb. Rich

I can figure that out i was just making sure that the petcock was bad id like a gravity feed better might go with that. Cuz when i tested to see if it worked i sucked on tge vaccum and got a mouthful of gas, gas did come out of the main one but still dripping out the vaccum.

I think I'm going to be sick....but I'm also laughing....I seem to be doing both at the same time.... A kid got caught in our neighborhood with a vacuum cleaner down his shorts. His name was Hoover after that, he grew to tell people "just call me Hoover". Rich
