I've just noticed this today. How is it that the starter motor on the Honda Ruckus is almost inaubible? It's SUPER quiet and all you can here is the motor turning. Do they have it super soundproofed or something?

They've got a bunch of dollar bills wrapped around the starter and starter clutch.

Well the Wall Street money muffled all the sounds of the big crash coming in '08. Then deadened the noise of the scumbag bankers and traders turning tail and running like a bunch of little girls. So yeah, it has a good sound dampening effect. Thread ! Back to the topic....why is the Honda Ruckus so loud when it takes off? Because it's a Ruckus you dolts! Gaaahhhd!

High quality machining of the components. The Japanese are better at that than the Chinese. They also charge more for some reason.

Even with perfect machining of parts, there would still be the noise of the starter flying out and engaging the flywheel. Of at least I would think so. Unless the Ruckus uses some other way of starting.
Which is also something quite interesting. I can't find a single thing on how the Honda Ruckus works. Searching the Internet yields me nothing in terms of it's starting system.
