This type screw is called a "one way" screw . It can be removed with a sharp screw driver and some elbow grease .

Got the tool, I can adjust the air fuel mixture but it's a strange beast. When I turn it in (clockwise) it becomes rich, and when I turn it out (counter-clockwise) it gets lean. It's weird. It's on a sym manufactured lance cali classic 2013 125 cc. I purchased new in 2012. It's past warranty period. If I could figure out why the scooter is getting only 60 mpg, that would be great
