At top dead center, one of my valves is coming out farther than the other. Every 360 degrees It alternates between the top one being out further and the bottom one has much more room to play with, or vice versa if I turn it 360 again?...... Just want to make sure it should be doing this before I try adjusting the valves and starting her.

No that is NOT TOP DEAD CENTER, what your seeing is the opening and closing of the Intake and Exhaust valve. Watch this animation so you can see how it all works: Alleyoop

Good luck, if you adjusted the valves at top dead center it should crank right up. Alleyoop

The funniest of things happened!! So she started right up, and I rode her 'round the block when suddenly, she started slowing down way fast.... By the time I was all the way around the block, I was doing under 10mph up my driveway before dying at the perfect moments, haha.
So, frustrated, I took the seat and cover off the rocker assembly, and everything looked ok---Wait a mintue! The lock nut for the screw on the lower valve was gone!!
So I looked in there with a flash light, found the lock nut.
This time I had my dad torque things for me, cause arthritis apparently was making me think I was tightening them tight enough hahaha, and I wasn't.
Test drove her, and she hasn't ran this good since before I was having all these issues to begin with. She's actin' like new. Love it! Thanks for all your trouble shooting and time taken to help me get through this!!!!
I really can't thank you enough!

Good thing you found the lock nut if it had gone down into the crankcase you may not have been able to get it out without splitting the case and tearing the entire motor apart.
Great to hear it is running really good for you and you learned a lot and you now can probably tackle anything that goes wrong with it. Alleyoop

Sounds like..... Something is grinding sometimes when I start it. Like maybe the fan is grinding on or against the cover.

Yes it could be the Variator nut came loose and the Fan is hitting the cvt cover. If you can video that section up close to hear it Or you can pinpoint the noise TAKE A SCREW driver and put the metal tip on where you think the noise is coming from and it will act like a megaphone.
Yes the fuel ratio screw are touchy especially when temp changes are pretty dramatic like 20+ shift on temps. So 1/4 turn in either direction to much or not enough makes a big difference.
If the Temps are cold MOTORS need more fuel(turn fuel mixture counter clockwise) if the Temps are hot they need less fuel(turn fuel mixture clockwise). Alleyoop

So. The problem was the spark plug boot. >,..,> Finally got it replaced. Um..... Driving today, mid drive there was this aweful little noise of pain before the stopped being mobile. Still running, not moving. :/ Diagnostic search will be underway shortly. :/

If it runs and you give it throttle and it does not move then it is something in the CVT, most likely the belt broke or the variator nut came off or came loose etc.. Alleyoop

YIKES! If that was a 4 cycle I'd be yelling at you for running without oil, because that's what it sounds like. Check your mix and make sure it's getting in there.
Yep, sure sounds like something's bouncing around in there. I think it's time to pull the case open my dear.
