Did you let the gas tank go almost dry or was there still some gas in the tank when you filled it up. Also did you maybe overfill it and if it has an EVAP system gas may have flowed into the VENT hose. Try taking the gas cap off and see if it wants to start. Can you see fuel in the fuel filter?
To test if fuel is flowing to the carb, take the fuel hose off the carb and put it in a cup and crank it FUEL should stream out into the cup and stop when you stop cranking it. Alleyoop

Yes it could be your petcock or your vacuum line going to it is cracked and a hose came off so look around and check the vacuum line going to it as well as any other vacuum lines that may have popped off.
Is the SPARK PLUG FIRING does it attempt to start or just turns over but does not FIRE at least once. Is it is not fireing check your killswitch you may have hit it by accident it is in the no run position. If that is ok and gas is getting to the carb, then take the plug out and check for spark, hold it against the valve cover or motor NOT THE FRAME. Alleyoop

So you can hear it fire some but won't start. Important to know if the spark plug is firing or not. If it is firing the eliminates a couple of things, 1 the killswitch two coil or cdi. So it may just be a fuel delivery problem. One thing you can try is take the VACUUM HOSE off the petcock and hold it up and pour a teaspoon of gas down the vacuum line directly into the intake manifold and connect the vacuum hose back on and try to start it. i tryed the remove fuel hose from carb put into cup and try to start and fuel did squirt out so my next step i guess is to check for spark even though i just got new spark plug ignition coil and starter relay a week ago if i test it and do have spark whats my next step?

Don't get ahead of yourself, check the spark. Do you know how to do that? It should be bright blue to white, not orange or yellow. Do that and get back to us unless you need some instruction on how to run the test....then ask. Rich

I wonder if when you filled and filled too full so that the carbon filter thats part of the pollution crap got soaked. In repeating the starting process some thing else happened as a kill sw got bumped. It was running fine getting to the gas station so I would blame some thing that happened while filling up first of all.
(Not all scooters have the carbon filter, I think it is on the vent on gas tank) I took mine off before I even started it the first time when unpacking it.

Have you re-checked for spark? Just because you got all those new parts does not mean you will have spark.
If you have a bad ground from the motor to the frame it will not spark even though everything is new. Also have you checked if the CDI is being grounded if so NO SPARK. Alleyoop

Does your scoot have a KILLSWITCH on the right handle bar switch? Usually it is a red switch on the top. It has to be on the RUN position. That is what the KEY does when you turn it off it grounds the CDI same with the Kill switch. Alleyoop
