Well, long time no see, Scooter docs! I've missed you guys! But it looks like when the scooters are away for storage, I don't need to come on here too often for help! But it looks like its just about time to break the scooters back out of their storage place, since its warming up (thank goodness..)!!!!
Anywho, my brother has just recently picked up a 1983 Honda C70 Passport, in pretty darn good shape! But I've researched some things about this bike, and I'm wondering if any of you have any opinions on it...when we first got it, the darn thing wouldn't run whatsoever, but it does run now.
If you know anything about the C70, its got an automatic clutch but you have to shift it manually, and thats where we're running into problems. The thing shifts, but absolutely BOGS at full throttle, even when we just completely cleaned he carb. It will free rev in neutral just fine, but the moment you bring it out of neutral and put it under load, it starts to miss even at half throttle, and just about dies at full throttle.
Anybody have any experience with these things?

I owned a 1980 passport 70cc I was king of the hill next to the Aero 50's . Check the gas tank for rust , fuel starvation could be the cause . That bike has breaker points and sloted base to manipulate timing . I would look at the carb again .
put a new spark plug in it , I remember many performance problems because of fuel lines getting clogged from tank rust and fouled spark plugs.

I definitely think fuel starvation is the cause here...my best guess is that the carb got clogged up to hell again when we put it back on, seeing how the gas was god knows how old (it was orange...and so was the oil...). From what I can tell, however, is that the 1983 Passport should not have points, it has a CDI. I don't see any points on this bike anywhere..

right side two bolts (philips) they could have gone to cdi in 83 . Bad connections on the signals by the bulbs made the signals not work .

Sounds like full disassembly time,,, chain in the gas tank shake it around get all the scale out of it,, new hoses disassemble fuel tap probably full of dirt and rust flakes,,,, full carb clean ,,,, they are fun but you have some work cut out for you,,,(edit i would think an inline fuel filter is a must do item for this thing )

If it has points,,, see if you can get a Cdi on eBay but keep the plate and condesor as a backup,,, they do work and are fine where this engine lives as far as rpm's,,,

I had the hots for the bms bi-metro in 110cc,,still wouldn't mind having one,,,the clone of the bike your bro got,,very cool,,that bike is the king of motorcycling,,,65,000,000 copies made and still in production,,,pretty impessive numbers,,,they are literally all over the place,,,when i did an extended trip in asia there was a sea of those things,,,i'd see 100-500 waiting at a traffic light,,,it was crazy,,,asia is insane for scooters,,,,,
