The scoot is acting weird. It takes off from a stop and gets going perfectly fine, then around 25 mph or so the CVT suddenly goes to the highest ratio (engine rpm drops way down into a bog basically) but it keeps going, and then at 30+ mph the engine revs up and grabs, revs up and grabs. Idk whether the belt is slipping or the clutch is slipping or the CVT is just acting up.

open the cvt and have a look, could be the crank seal leaking or the gearbox seal .

I agree with John, pull the CVT cover and have a look. Put it on the center stand and give it some RPMs and observe what the belt does.

I did that. Nothing looks out of place. No wetness inside the CVT case. CVT operates normal.

ok check the clutch and variator rollers , check the variator and clutch for binding . Rev it on center stand and watch how it operated . Pictures are best and in your case a video would be great.

Everything appear to operate normally. Bike has 3000 miles. Is it possible that when the belt thins out enough from wear it starts to slip? Because the slipping only occurs when they CVT is all way in high range. It never slips before then

Quite possibly or the torque spring is going away,,, not squeezing the back pulley

Pete has a good point, the torque spring could be fatigued. I'd also swap the belt and look at the clutch pads. Are they glazed or worn?

Sounds like it's time for a spring kit with new sliders/rollers. And go with a Kevlar belt. They hold up better.
