Well that could be you may want to FIRST take the Carb Bowl off and Clean out the JEts and SPRAY INTO THE PASSAGES with Carb CLEANER they come with a thin straw that you can stick into the holes and spray away to clean them out. THEN YOU CAN try it again and if still a problem THEN RE-ADJUST the Carb.

Here is a Two Stroke Carb Slider type Throttle Cable goes into the TOP of the CARB:
CLICK ON THE PICTURE TO EXPAND IT SO YOU CAN SEE IT BETTER:
1. Take out the Main Jet #1 and make sure it is clean and you can see through it.
2. Spray into the hole spray should come out inside the carbs Venturi.
3. Spray into #2 the Pilot Jet actually no jet exists but fuel gets sucked out of it for low rpms.
4. Spray into #3 the Enricher Feed as well.
