so I was adjusting the valves because of hard start and could not get the cam to turn using the fan. For some reason it is extremely stiff. I adjusted the valves to .008, started the bike, it didnt start any easier and in one instance of starting the bike I heard a loud knock. I think I might have adjusted the valves wrong as the cam probably needed another turn.
Why is the Cam so hard to turn and the knock is the piston right?

Take the Spark plug out and then align the cam to adjust the valves. Align the cam like this then you can adjust the valves both valves to .004 inchs if its a 150cc motor if its a 50cc motor adjust both valves to .003 inchs. Alleyoop

You have to rotate the engine and get it to Top Dead Center (tdc) make sure it's after the intake valve opens and closes,,,,then when the piston is at it's highest point in the compression stroke ,,,,this is tdc,,,when the rocker arm is on the lowest part of the cam,,,( or base circle),,, then you do the adjustment ,,,,dead cold engine,,,preferably sitting over night,,,,

If it starts up good and it is justing TICKY TICKY TICKY that is fine but if it is CLATTER CLATTER CLATTER then to loose. As they say a little loose valve is a happy valve. So How does it start and run, now that you have the valves set at .004 inchs you may need to re-adjust the carbs fuel ratio mixture. Alleyoop

Alleyoop It starts slightly better, It will turn over and run for a sec then stall out, on 2nd attempt it wont turn over, on third attempt it turns right over. Same patter as before adjustment but it turns over faster. It runs slightly better but power uphill is still low. I will have to make a video of me riding it because im not sure if its going ticky or clatter but im leaning towards the former...

Well if you adjusted the valves to .004 they are not clattering they are ticking which is fine. Appears you now need to adjust the carbs fuel ratio mixture it starts better and runs better. About the hills it could be the cvt and may not have anything to do with anything else. To determine what it needs going up hills you need to say hit the bottom of the hill say at 40mph and know the rpms at that point and then hold the same throttle position going up the hill. A motor and cvt that is adjusted right should not loose many RPMS going up a hill JUST LOOSE MPH due to the weight. So if going up a hill your rpms drop a lot that is not good things are not adjusted right and also the cvt is not set up right. DO YOU HAVE A TACH ON that scoot? A TACH is very important to tune a motor and cvt knowing the rpms is very important. If you do NOT HAVE A TACH get one www.trailtech.net/digital-gauges/tto?cat=117

Your motor sounds good really, no bogging or hesistation when giving it throttle so it is running good. What you may be hearing are the weights in the variator once they wear a little they will rattle.
Best way to tell if the valves are loose is just at idle. You will hear a TICKY TICKY TICKY or CLATTERING at idle if to loose and nothing if they are usually to tight or getting to where you will need to adjust them. Now also at idle you may also hear the Weights rattling so you need to pinpoint where the noise is coming from. Us a funnel or a Screwdriver and hold the point of the screwdriver by the variator and or by the valve cover or by the clutch or by the bottom of the motor or wherever you so you can pinpoint where a noise is coming from. Just thought of something after re-reading and you said you changed the weights. Did you check and or replace the Plastic guides if one is missing or broke then the variator plate will be rattling on the metal guide and ruining it. Alleyoop
