Well after going through the process of troubleshooting the new harness, I still can't figure out what's wrong with it. It's definitely going "click" at the solenoid, but why, I don't know. I'm so flustered... So next is to switch out the old harness with the new one and see if I'm having the same problem. If not then Idk, maybe splice the new cdi plug onto the old harness, cause that's the problem that I was having.

Could be a gummed up starter since you've had issues starting it. When my Bendix started going bad, my starter soon followed.
