The horn is connected to the alarm using two wires. These are dead even when you push the horn button. I also connected the horn directly to the battery and the horn did not make any sound. I connected a replacement horn directly to the battery and it works fine. Then yes the HORN IS BAD!!

Right, even with a new horn it still doesn't work.

Try Bypassing the Alarm/remote find the white plug for it. Unplug it from the wiring harness then check the wire colors if you have a Brown/White and a Black/White wire or 2 Black and White wire or a Grey and a Pinkish wires in the harness plug PUT A JUMPER WIRE on those two.
So the wires your looking for To JUMP are: 1. A Brown /White and a Black/white wire 2. Or 2 Black and White wires 3. Or a Grey and a Pinkish wire
If the alarms have a fuse just remove the fuse and leave it plugged in. Alleyoop

I appreciate the help Alleyoop. My alarm wiring has a gray and a pink wire. See the attached pictures showing both the connector at the alarm and the wiring harness. The horn is also connected to the alarm via the two orange wires. If I disconnect either of the two connectors to short the gray and pink wires, the alarm can't power the horn. What does this test? I am not aware of any fuses to the alarm only.

{quote]My alarm wiring has a gray and a pink wire.[/quote] You do NOT disconnect them YOU WANT TO JUMP THE TWO WIRES so you need another piece of wire bare wires on each end of the wire and STICK ONE END OF THE JUMP WIRE IN THE GRAY TERMINAL AND THE OTHER end of the WIRE in the PINKISH TERMINAL. LIKE THIS: JUMPER WIRE: Stick one end where the PINKISH wire is and the Other end where the GRAY wire is.

Okay with both with connectors connected I jumper wire between the terminals on the alarm box. One was pink, the other gray. No sound came out of the new horn with the key one, with the kill switch on, or when I tried it with the engine running.
What is the next step?

I think your horn switch is bad, check the switch. Alleyoop

No I didn't disconnect the wire harness plug when I ran the test. That was my earlier question. If the horn is connected to the alarm and I disconnect the alarm how is putting the jumper into the connection to the rest of the scooter going to make the horn work?
I can run the test and jump the connector with it disconnected from the alarm.

why not trace out the circuit using the diagram alley posted? you could even use a test light for that purpose.
