Okay, I just saw your above post. YES, the solenoid activated the starter when I jumped the contacts.

HUH!! are you saying that the START BUTTON is GROUNDING THE SOLENOID even before you push it?
Well if voltage is getting to the solenoid and it is being grounded THEN THE SOLENOID IS BAD. I wanted you to make sure about the ground so you would not have to spend money on a new SOLENOID. But it appears the SOLENOID is bad (BUMMER). But at least by jumping it we can work on starting the motor and once started adjusting fuel delivery and what not before the SOLENOID arrives. Alleyoop
P.S Since the scoot has been sitting for so long the carbs fuel passages and PILOT JET are most likely clogged with gas residue and that means the CARB will need to be cleaned out and passages and jets cleared.

I'll check again, because I just grounded the red/yellow wire and it DID activate the solenoid so, there must be something wrong in my following directions.

GREAT!! that means the SOLENOID is good and the problem is by the PUSH START BUTTON and or the wire going to the SOLENOID from the start button to ground the SOLENOID like you did manually.

As long as I am doing procedure correctly, Ignition off, brake taped, before even pressing the start button, red/yellow probed here by the solenoid... Red/yellow probed here at the switch... Here is my reading which matches what I get when I touch the probes to each other...

You beat me to it (HAHA. the GREEN and white attached to the start button should be grounded so that when you press the start button it also grounds the solenoid.

Here is how to test it: And for shuckles you can take an extra piece of wire hook it up to the Green on the PUSH BUTTON and the other end ground it then push the start button IT SHOULD ACTIVATE the SOLENOID which would mean the GREEN WIRE ona the PUST BUTTON is not grounded or not grounded good. One step ahead... I just tested the green wire for continuity and it does not ground with the key on OR off, switch depressed or not, it only has continuity to the kill switch. Im gonna try the above for chuckles, right now!

Actually, no chuckles! I tried grounding that green wire at the back of the switch to the bare spot I made for the rectifier ground . A few times. What da hay ?!
