Does it have a switch on the right handgripe to turn the lights off and on? They should not come on with the KEY OFF. DID you do some wiring on the scoot or add something?

If he is trying to turn off while the scooter is running it isn't supposed to.

It depends if he has a Light switch on the handgripe and how it is wired. On the later scoots the headlights are powered by the Stator and R/R which means when the stator is turning and or motor is running. But it could be wired like on my Trike ALL lights work off the battery the only thing the R/R is doing is charging my battery. So my switch all the way to the left shuts off all lights, push it to the middle and the instrument and running lights come on push it all the way to the left and the headlights come on and all I that is needed is to have the KEY ON.
We have to know some details and ask questions to try and figure out what his problem is. One thing is for sure, if the motor is off and key is off NOTHING SHOULD BE LITE. If the scoot has a built in DATE AND TIME display that is the only thing that should be getting voltage with the key off. Alleyoop
