Your better off staying with stock size front tires. The rear is limited to what will fit. There is a tire chart some where here, too damn early in morn for me to think! Chart gives tire sizes/ The fatter the front the more you will have to lean on turns. Better off to get rid of hard cheap tires and go with a sticky decent tire. I use pirelli and there are others almost as sticky.

I am very happy with Kenda K329. The tread lasts longer than Kenda K413. Look for it on Amazon.
As for safety, the safest scooter is a scooter with a experienced rider. Ride, ride, ride until you are an expert.
And memorize this safety video.....
