Those readings are good so your stator is good. So the only thing left is the CDI which cannot be tested just replaced.

Okay, there's just too much folly involved, trying to get a video made, lol! So, let me just get a reality check on my test... With my meter set here, I get a 002- 003 reading. Does that seem right?

Yes, but that is not as important as the VAC readings you got WHICH ARE GOOD!!
So Your STATOR IS FINE.
I still believe it is a FUEL DELIVERY problem do this OLIVER:
You know where the fuel ratio mixture is on the carb?
FIRST with motor off TURN it clockwise until it stops and COUNT the NUMBER of turns it took to STOP. Then Turn it Back out Counter Clockwise the same number of turns. Now start it up and: First turn it 1/4 turns counter clockwise and wait for about 10 seconds and LISTEN IF THE IDLE went up or down. If it goes up keep turning the 1/4 turns UNTIL the idle DOES NOT GO UP OR THERE is NO CHANGE.
If the IDLE DOES nothing after turning 1 way 1/2 turn then go the other way.
YOU WANT TO GET THE HIGHEST IDLE out of that screw.
NOW if turning it left or right l/2 to 1 full turn does NOTHING then we have a problem. Alleyoop

The performance CDI's have the timeing advanced aabout 3% for us hotrodders just a tad more power, But on some motors with good compression it will kick back meaning the starter clutch slips and makes a nasty metal sound. So for you I would just get the OEM CDI. Alleyoop

OOOH, okay. OEM it is. Okay, I'll try to get that test done. I DO know where the A/F screw is and was trying to go through that when I got sidetracked. I'll try to get through that now.

Just remember you are trying to find the HIGHEST RPMS out of the mixture that is all. IF turning it in either direction does NOTHING then that means the PILOT JET and its passages are clogged. Alleyoop

Ok. I think that may be the case. Admittedly, my patience was very tried as I had to do gymnastics all over the place to contort well enough to get my little driver bit down in there each time. Everything else is too long to fit in there and my bit is too short to get a grip of, lolol! My neighbors must laugh, watching me out there! So, unless the changes I would hear are very , very subtle, I'm not hearing a change in rpms.

I just hope that is the end of it (LOL), remember you burned some of my brain with the SWITCH Yes I carry a screwdriver that is not to long and not to short and I get my hand UNDER the fender and look down through the trap door to see the carb and what I am doing (HAHA).
